Mascot were appointed by Avantage Ltd as the Employers Representative for the delivery of the construction phase of the Cheshire PFI project.
The scheme was to design, construct and maintain 433 high quality residential apartments and associated facilities for the elderly, across 5 different sites in Cheshire, for a period of 30 years. The tenure of the properties is mixed with some of the properties privately owned and the others being shared ownership or rented accommodation.
Mascot Management were also appointed by the consortium to assist in the management of the preparation and submission of their successful bid and continued this role through the preferred bidder stage to achieve financial close in October 2007.
Prior to the construction works commencing on site, Mascot were instrumental in liaising with the SPV and the Authority to ensure that the lines and levels of communication were established and that the strategy for the delivery of the project was clearly defined.
Mascot also arranged and chaired monthly steering group meetings between the authority, the SPV and all of the relevant parties involved in the project. At these meetings Mascot produced full monthly reports to cover all aspects of the project including finance, design, construction progress, approvals and consents and mobilisation and transition into the operational phase.
Mascot also worked closely with the Avantage board and the SPV sub-contractors, which ensured that good working relationships were maintained between all parties including the Authority. This included monthly reporting and attendance at the SPV Board meetings.
During the construction phase Mascot also administered the building contract and ensured that the works were delivered in accordance with the contract requirements, whilst ensuring that the works were completed to the highest standards. This included the appointment of an in-house Clerk of Works to monitor the works across all five sites.
